Why employers outsource payroll here
Two reasons come up again and again. Confidentiality — in small teams, whoever runs payroll knows everyone's salary, and many owners prefer that knowledge to sit outside the office. And compliance — the wage income tax and INSS cycles have to be filed on time every month, and an outsourced function doesn't take annual leave or resign mid-year.
For NGOs there's a third reason: donors increasingly test payroll hard in project audits. Payroll built to be audited — timesheets attached, costs allocated to the right grant lines — saves real pain later. We build it that way because we also sit on the other side of those audits.

How is wage income tax calculated in Timor-Leste?
For resident employees, the first USD 500 of monthly salary is taxed at 0% and the portion above USD 500 at 10%. The employer withholds it from salary and pays it to the tax authority monthly, by the 15th of the following month.
What are the social security contributions?
INSS contributions are 6% of salary from the employer and 4% from the employee, withheld and paid monthly. Registration of the employer and each employee with INSS comes first — we handle that too.
Can you run payroll for just three or four staff?
Yes — small payrolls are common here and priced accordingly. The compliance obligations are identical whether you have three employees or sixty; the fee is not.
