Primos Bo'ot was founded in Dili in 2013 by Vítor Cardoso to close a gap he'd seen across Timor-Leste's financial services market: clients who needed audit-grade work but were getting bookkeeping. Thirteen years later we run statutory audits for private companies, compliance audits for donor-funded projects, and end-to-end accounting for businesses that want a finance function they can trust. Who does Primos Bo'ot work with?
Private companies, NGOs and donor-funded projects across Timor-Leste, plus individuals dealing with registration and visa requirements. Some clients hand us the whole finance function; others keep a bookkeeper in-house and use us for review, financial statements and audit.
How much does an accountant cost in Timor-Leste?
We quote a fixed monthly fee after a free consultation — no hourly surprises. Fees scale with transaction volume and complexity, so a small business with straightforward operations pays considerably less than an NGO with several donors and segregated project reporting.
What taxes does a business in Timor-Leste actually pay?
Most companies pay a flat 10% corporate income tax. There is no VAT: Sales Tax is 2.5% on imports and 0% on domestic sales. Employers withhold 10% Wage Income Tax on the portion of monthly salary above USD 500, and Social Security is separate — 6% from the employer and 4% from the employee. Monthly payments are due by the 15th of the following month.
Can you audit a donor-funded project?
Yes. Alongside statutory and internal audits we run project audits scoped to the specific grant agreement and the donor's audit requirements, as well as organisational audits of the NGO entity itself. Fieldwork is available in English, Tetun or Portuguese, anywhere in Timor-Leste.
How long does it take to register a company?
Company registration runs through SERVE and the registration itself is free of charge. A complete application is typically processed in days — incomplete documents are what cause delays. The Business Registration Certificate is the start, not the end: tax, licensing and INSS registration follow, and we run the full sequence.
What languages do you work in?
English, Tetun and Portuguese — in writing and in meetings. We have worked from Dili since 2013 and the team is eleven people, based in Torre ETO on Avenida Presidente Nicolau Lobato.
